Student Loans Could Be the Next Housing Bubble ... - Yahoo! Finance

Could the next bubble to burst be student loans?

The burden is big: U.S. college students borrowed $117 billion in federal student loans last year, and the Consumer Financial Protection Bureau reported earlier this year that debt from student loans exceeds $1 trillion, surpassing credit card debt for the first time.

Tuition and fees at both public and private universities have been steadily increasing and some higher education institutions are cutting financial aid, reducing class offerings or even freezing enrollment at campuses because of state and federal funding shortfalls. California State University, for example, announced in March that it was not accepting new students at 15 of its 23 campuses for the spring 2013 semester and will wait-list all applicants the following Fall after a $750 million funding cut.

President Obama wants to overhaul the college education system and proposed a new financial aid program during his State of the Union address in January, saying higher education isn't a luxury. Rather, Obama says "It's an economic imperative that every family in America should be able to afford." In a recent speech at the University of Michigan, he told students that colleges were being put on notice. At the heart of the problem: "If you can't stop tuition from going up, then the funding you get from taxpayers each year will go down," he says.

According to an analysis by Moody's Analytics, student loans have grown "persistently at double digit-rates throughout the last decade" and "college costs have outpaced overall inflation by a significant margin." A new report by PNC Bank finds that students hold an average of $45,000 in student loan debt.

Robert Reich, a public policy professor at University of California Berkeley and the labor secretary in the Clinton administration, says a four-degree would mean a 70 percent to 100 percent increase in salary compared to someone with just a high school diploma. Students would leave college with thousands of dollars in student loans, but the higher salary would make up for the monthly payments. However, now college students are "facing very dim employment prospects" and "people will be struggling with college costs" for a long time, Reich says in an interview with The Daily Ticker.

The plight of college grads has been well documented in the media. There are the Harvard-educated 22-year-olds who are working as Starbucks baristas. Or the liberal-arts grad taking a second unpaid internship. The Phi Beta Kappa member working in retail sales. There are similar stories like these around the country. Even for students lucky enough to find a full-time job after graduating, many are low paying and more often than not exclude previous guaranteed perks like health insurance or a 401k plan. The cost of student education has shifted to the federal government as students and families seek out additional scholarship aid to help pay more soaring college costs. Some families would take out second mortgages on their homes to pay for college tuition, but many families can no longer do that in the face of high unemployment, a weak housing market, tighter credit and an overall uncertain economic climate.

Pell Grants and Stafford loans, scholarship money awarded by the federal government to lower-income students, have not kept pace with the cost of tuition despite the Obama administration advocating for increases in the maximum Pell Grant award. Republicans, who have made unprecedented cuts to education in their budget proposals, have targeted federal education assistance for years. Federal education aid has "become a kind of political football," Reich says.

Online education, a growing trend that an increasing number of private and public institutions have embraced, could be one way to lower the burden of college costs for students. Technical schools are another point of interest: in Germany, students with a technical degree are making as much as students who have completed four years of higher education, Reich says.

(AP) ? Aliona Savchenko and Robin Szolkowy of Germany won the world figure skating pairs title for the second straight year and fourth time overall, again defeating Tatiana Volosozhar and Maxim Trankov of Russia.

Savchenko and Szolkowy skated smoothly Friday in the free skating to protect their lead from Wednesday's short program. But the night's performance came from Volosozhar and Trankov, who soared from eighth place in the short program to finish with a silver medal.

Narumi Takahashi and Mervin Tran of Japan took the bronze medal.

Earlier, Patrick Chan of Canada overcame some wobbly footwork to win the men short program.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

NICE, France (AP) ? Patrick Chan stayed on his feet and on course to keep his title at the figure skating world championships, winning the short program Friday despite almost tumbling backward to the ice.

The Canadian had successfully completed his four jumps when he was betrayed by his usually sure footwork coming out of a camel spin, twice swaying back before regaining his balance in time.

"I was kind of upset at myself for not keeping it together," Chan said. "The expression on my face was priceless."

But he had done enough with cleanly executed jumps to secure a season's best score of 89.41 points heading into Saturday's free skate.

Czech skater Michal Brezina, celebrating his 22nd birthday, was second with 87.67, followed by Japan's Daisuke Takahashi on 85.72. For the U.S., Jeremy Abbott was ninth and Adam Rippon 10th.

Later Friday, defending pairs champions Aliona Savchenko and Robin Szolkowy of Germany were looking to seal their fourth world title.

Frenchman Brian Joubert thrilled the home crowd to take the early lead in the short program, thanks to his quad toe loop-triple toe loop element, but the 2007 world champion dropped to fourth with 83.47.

Chan is bidding to become the first man to win back-to-back world titles since the now retired Stephane Lambiel of Switzerland in 2006.

"I don't think about that so much, but about defending it for myself," Chan said. "I've been watching videos of world championships last year in Moscow and world championships this year. There was a big improvement in my eye, I see a lot of improvement artistically."

Joubert, also a three-time runner-up, pumped his fist as he received a roar of approval from the crowd at Palais des Expositions.

Chan, skating after Joubert's group, had a slightly heavy landing on his quad toe loop, choosing not to follow through with a triple toe loop combination. But he later compensated for that by adding a triple toe loop to a beautifully crisp triple lutz on his final jump.

Then, he unexpectedly lost his balance ? twice arching backward coming out of the camel spin into a bracket turn. With great dexterity, he managed to stay up.

Chan said he had choreographed a move in training with coach Christy Krall to make it look as if he were falling over to get the crowd more involved.

"We wanted to make it look like I'm losing my balance, and then gathering my balance, kind of tricking you guys," a relieved Chan said. "But this time I actually fooled myself and was off balance. It was a unique situation. I started going forwards and lost my balance, and changed to backwards to see if that would help."

Krall made light of what could have ended up being an awkward mistake.

"I think he needs a figure lesson ? back to the brackets," Krall said, jokingly. "I don't believe he had enough speed going into that."

Chan feels confident he can get through Saturday more smoothly.

"I'm glad this one's done. I was more nervous than usual going into the short, so the long (free skate) should be a bit more of a feeling process," Chan said. "It's been a great program this season."

Brezina skated with great fluidity and some in the crowd serenaded him with "Happy Birthday."

Following a bad day for the American women on Thursday, when Ashley Wagner finished eighth and Alissa Czisny placed 16th in the women's short, the American men fared little better. Abbott had a score of 74.85, followed by Rippon at 73.55.

"I was mentally, physically, emotionally ready to go out there and bring it and win," Abbott said. "I'll have to go back and talk with my coaches. I know I've had performances like this before, but I've never been more prepared for a competition. I really believed in my heart of hearts that this was my moment."

(AP) ? Spain's new conservative government has unveiled a ?27 billion ($36 billion) deficit-reduction package that it hopes will convince its partners in Europe and wary international investors that it won't need a bailout.

The measures announced Friday include big spending cuts and tax increases on large companies, but there was no increase in the sales tax, as had been widely predicted in the run-up to the administration's first full budget.

Finance Minister Cristobal Montoro said it was the biggest deficit cut since Spain regained democracy in 1977 after the death of Gen. Francisco Franco. Spain is taking drastic action to lower its debts, even at a time of recession which has seen unemployment balloon to nearly one in four, as investors remain skeptical it can avoid needing a bailout like Greece, Ireland and Portugal.

"We are taking extraordinary measures because the situation is extraordinary," Montoro told a news conference after a Cabinet meeting at which the budget plan was passed.

The blueprint will go to Parliament on Tuesday and is expected to be formally passed in June. The plan is for Spain to reduce its budget deficit to 5.3 percent of its gross domestic product from 8.5 percent last year.

Spain's fate is crucial to the future of the euro, since bailing it out would severely test the resources of its partners in the 17-nation currency bloc. Spain's economic output last year was worth a little over a trillion euros, or double the size of Greece, Ireland and Portugal combined.

Deputy Prime Minister Soraya Saenz de Santamaria said the 2012 draft budget calls for cutting central government ministry spending by an average of nearly 17 percent and freezing civil servant wages. Overall ministry spending will be cut by ?14 billion ($18.7 billion).

Saenz de Santamaria said retirement pensions will remain indexed to inflation, and VAT taxes ? a levee on sales and services ? will not be raised, contrary to what some had believed. Civil servant wages, already cut in 2010 ? will remain frozen but not be further reduced.

The austerity plan from the government, elected last December, came a day after a general strike over labor reforms that make it easier and cheaper for companies to lay people off.

Separately, Montoro announced a tax evasion amnesty: undeclared assets or those hidden in tax havens can be repatriated by paying a 10 percent tax, with no criminal penalty.

On the corporate taxes, he said that rather than actually raise rates, the government will eliminate deductions that companies have been entitled to until now and which lowered their effective tax liability.

In a previous austerity package unveiled in December, the government raised income and property taxes. But it left them alone this time and focused on the corporate world, although the vast majority of Spain's companies are small- to medium-sized, with fewer than 50 employees.

"The aim is very clear ? it's just to present the budget in a way that people think the effort is being shared in an equal way," said Antonio Barroso, a London-based analyst with the Eurasia Group consulting firm.

He called the budget cuts tough and said the deficit goal will be challenging to reach. Spain's exporters are very resilient but domestic demand is depressed and small- and medium-sized companies are highly dependent on credit that "is not flowing," Barroso said.

Antonio Moreno Ibanez, an economics lecturer at the University of Navarra in northern Spain, said Spain needs economic growth and the key will be getting credit flowing again. "That is what is going to create jobs and create a virtuous cycle," he said.

He noted that while the tax amnesty will help bank liquidity, the fight to cut the deficit will have a recessionary impact.

Market reaction to the budget was mostly positive, with the benchmark Ibex 35 stock index up 0.8 percent shortly before the closing bell.

The budget has been long awaited. Until now the government has been operating on an extension of the 2011 budget. The government has come under criticism in Brussels for delaying the new budget until after a regional election last weekend.

Although Spain's borrowing rates have fallen in recent months, they have edged back up recently. That was partly due to the government decision to put off presenting the 2012 budget until after the regional election Sunday in Andalusia, in which the ruling Popular Party had hoped to extend its control to a Socialist stronghold and thus to a historic level. But it failed to win an absolute majority and thus will remain in the opposition.

Bond investors also worried that the general strike and protests might push the government to water down its reforms.

But Saenz de Santamaria said "one way or another" the government will achieve the 5.2 percent deficit target.

The yield on Spanish benchmark 10-year bonds was at 5.35 late Friday, up from 4.96 percent a month ago. By contrast, the interest rate on the equivalent German bonds ? considered the safest in Europe ? was only 1.82 percent.

The austerity package will draw money out of the Spanish economy at a time when it is entering recession for the second time in three years.

Many economists in Madrid say that, for the time being, Prime Minister Mariano Rajoy is clearly governing more with an eye to satisfying investors and officials in Brussels than avoiding criticism at home.

2012 ? The year of India-China friendship and cooperation ?

Strengthening India-China bilateral ties, leaders of both nations President Hu Jinatao and Prime Minister Manmohan Singh came together to declare 2012 as the year of India-China friendship and cooperation. Agreeing that bilateral relations were witnessing a??very?sound?momentum?, both leaders also?unveiled?initiatives?to?boost?cultural?exchanges?and?overall?contacts.

As the two largest developing nations and two major Asian powers, China and India face important development opportunities and China-India relations have great potential for further development, said Hu.

He added that China is willing to see a peaceful, developed and prosperous India, and is committed to building a more rigorous China-India relationship. He proposed that the two sides enhance dialogue and coordination on regional issues to safeguard peace and stability and promote common development in the region.

Singh said India-China relations are one of the most important bilateral relationships in the 21st century. The two countries can learn from each other and work together for development as both countries are seeking fast development.

He also expressed the hope to work with China to maintain peace and security on the borders and properly resolve border issues through friendly talks.

Recent, high level exchanges between the two neighbours have been further fortified by maintaining a friendly and open dialogue between the sweet and sour countries. During the talks, both nations also agreed to open their markets further to each other in order to promote regional trade and development. While China-India bilateral trade is on course to hit US$100 billion to 2015, India?s trade deficit with China continues to yawn. In lieu of the paltry present global economic ?scene, the two nations also agreed that it would be prudent to boost bilateral trade to keep their GDP?s from falling sharply. Analysts have predicted that both India and China will see a drop in GDP numbers next year.

The neighbors identified a five point agenda for bettering bilateral relations -

First, the two countries should maintain high-level contacts and increase political mutual trust. The two countries should also expand exchanges between their governments, legislatures, political parties and the military, strengthen strategic communication through various consultation mechanisms and carry out dialogues on new topics such as maritime cooperation.

Second, the two sides should deepen practical cooperation and expand mutual benefits. The two countries should enhance economic policy coordination and cooperate in the fields of infrastructure, information technology, mutual investment and environmental protection.

Third, China and India should expand cultural and people-to-people exchanges so as to promote mutual understanding.

Fourth, the two countries should properly handle their differences and work for peace and stability. They urged to push forward border talks in the spirit of peace, friendship, equality, mutual respect and mutual understanding so as to jointly safeguard peace and security on the borders.

Finally, the two countries should strengthen communication and coordination to expand cooperation in international affairs. China and India should enhance coordination and cooperation within the frameworks of the United Nations, the Group of 20 and BRICS, among others, and work together to address major global challenges such as climate change, energy and food security.

Marshall Fine: Movie review: The importance of Bully

Lee Hirsch's Bully can't help but move you. It's an important and powerful film, one that should be required viewing for kids of any age - and their parents.

With luck, The Weinstein Company will prevail in its battle against the R-rating conferred upon the film by the myopic and narrow-minded MPAA ratings board. The rating supposedly is based on the fact that several kids in the film are captured on film saying the word "fuck." Needless to say, kids of all ages have heard it - and are probably using it regularly, whether their parents know it or not. Who is the MPAA protecting?

Hirsch's film examines the cases of a half-dozen different kids around the country. And, while the right-wing crowd undoubtedly expects the kind of bullying that leads to teen suicide to be a product of the godless urban environment of the East and West Coasts, Hirsch's camera takes viewers to such urban hubs as Sioux City, Iowa, and Yazoo County, Miss. He films in Georgia, Oklahoma - hey, the kids in this film are mostly smack dab in the middle of the Bible Belt.

The film starts on a heart-breaking note in Murray County, Ga., with the parents of a teen named Tyler Long, who hung himself at 17. As his parents note, he never came home bloodied or the victim of obvious physical violence. And yet he suffered severe enough abuse from his peers that he finally ended his own life.

Hirsch checks in regularly with an Iowa 12-year-old named Alex, whose classmates are so blas? about the kind of cruelty they visit upon him that they regularly choke and punch him on the school bus in front of Hirsch's camera. Alex, bespectacled and gangly, protests, but to no avail.

The film hop-scotches around the South: to a small Oklahoma town where a 16-year-old gay teen is vilified by classmates and even neighbors; to Yazoo, Miss., where a 14-year-old girl is jailed for taking her mother's gun on the school bus and threatening her tormenters; and back to Oklahoma, where a pre-teen talks about his own history of bullying and how he changed his ways - only to see his best friend kill himself because of the bullying of others.

It also returns to Tyler's parents, as they struggle with the local school administration to get bullying taken seriously. But that is the most depressing part of the film: the inability of the schools to find an effective method to stop the abuse (and the apparent absence of the parents of bullies in the process).

At one point, Hirsch captures a vice principal at Alex's middle school, forcing two boys to shake hands after a playground altercation. One boy easily sticks out his hand when told to shake and make up; the other sullenly offers first his left hand, then a half-hearted right hand after being admonished by the vice principal.

But as she scolds the less-eager lad, you realize that he, in fact, is a long-time victim of the other boy - who obviously knew he was getting off easy with a handshake. The victim stands his ground with the vice principal, who actually tries to equate his refusal to shake hands with the constant physical and verbal abuse the victim was suffering. The same administrator can only offer platitudes and a weak "We'll take care of it" when Alex's parents confront her with Hirsch's footage of Alex being stabbed with pencils and punched on the bus.

Ultimately, of course, it's as much about the parents of bullies as the teachers and administrators - and no one is apparently doing anything meaningful. So it's up to the parents of the victims to use the Internet to start a nationwide anti-bullying campaign - which one despairing pair of parents (of another child who committed suicide) take up with a vengeance.

Hirsch's film is never sensational or manipulative - just truthful. If it's unlovely, well, pretty camerawork and slick production values go by the wayside when you have this kind of access to raw reality.

Ultimately, Bully is about having the courage to stand up to bullies - whether they're in your child's school or handing out ratings at the MPAA.

Source: Kris Humphries Dragging Out Divorce, Hoping for Giant Payday

Only Kris Humphries - and PETA - can paint Kim Kardashian in a positive light...

According to an E! News insider, a divorce settlement is yet to be signed between this briefly-married pair because the bruising NBA power forward is hoping to holdout for a payday beyond the offer on the table.

Kris Humphries on the NetsK. Kardashian

"Kris is dragging it out," claims this Kardashian source. "Kim is ready to move on, but Kris is hoping that stretching it out will get him even more money."

As has been previously reported, this mole says Humphries wants to bank $7 million from the split… or $1 million less than his one-year contract with the New Jersey Nets. In exchange, reports have said he'll keep silent about supposedly damaging facts related to the failed union.

But "Kim never considered signing something like that," this insider says. "Kris can't take the time to consider [her] offer, but he finds time to do an interview with a tabloid magazine."

Ohhh, zing! It's important to keep this source in mind, too, of course. It's E! Online. Which pretty much views Kim Kardashian and her family as its personal ATM.

Seriously, Kris, Kim and those at E! who promote these people make the Nets look like winners.

Kim Kardashian to Press Charges Against Flour Attacker; PETA Tells Star to "Get a Life"

After speaking to her PR team and being told what to do thinking about the act of violence perpetrated against her on a Los Angeles red carpet last week, Kim Kardashian has decided to press charges against the woman who threw flour all over her.

She will reportedly contact law enforcement officials over the next few days and take the appropriate steps.

Kardashian Picture

In response to this decision, PETA has gone on the attack against Kardashian. That lame organization denies involvement in the act, but has released a statement that reads:

If she presses charges, at least people will be constantly reminded of her selfish, callous disregard for the cruel deaths that she causes by wearing fur.

How much better it would be if she decided to evolve and enhance her image by donating her vulgar furs and exotic-animal skins to the homeless. The activist acted from the heart, something Kim doesn't seem to have. If anything, Kim should get a life, the very thing that she denies animals.

What do you think? Should Kardashian press charges against her attacker?

Wednesday's Three Burning Legal Questions - Legal Blog Watch

Wednesday's Three Burning Legal Questions

Here are today's?three burning legal questions, along with the answers provided by the blogosphere.

1) Question: I'm the pastor of a church. Last year we blessed a local highway by placing holy oil on it. But this week, a group of atheists that did not like the fact that we blessed the highway went out with?brooms, mops and "unholy water" and unblessed the highway. Unacceptable!! Can they do that?

Answer:?The blogosphere has no specific answers for you on the propriety of unblessing a highway. You may want to check with Religion Blog Watch. My best guess is that if a highway can be legally blessed it can be legally unblessed. (FOX News,?Florida church responds to 'unblessing' of highway, says atheist group is desperate for attention)

2) Question:?I am a police officer. I have been asked to respond to a domestic disturbance at a residence over "how the pizza was sliced." Really? I have to do this??

Answer:?You obviously are not a married person. This pizza-slicing argument could go nuclear in a short period of time. Get moving, officer!! (Bee News?Police Blotter) (via Legal Juice)

3) Question:?I am doing so well as a candidate for U.S. president that I'm now entitled to Secret Service protection. Do I get to pick my own Secret Service code name? If so, are there any guidelines that I need to follow? I'm thinking of going with "Ace."

Answer:?You do get to pick your own Secret Service code name but "Ace" won't work. Whatever you pick has to be clearly?comprehensible over the radio, with two or three strong syllables. Try something like "Javelin" or "Renegade." (GQ,?Exclusive: GQ Reveals Romney's and Santorum's Secret Service Code Names)

Nissan not planning Datsun for developed markets

YOKOHAMA, Japan (AP) ? Nissan's revival of the Datsun won't include developed markets, Chief Executive Carlos Ghosn said Wednesday, outlining a strategy to target the revamped brand at emerging nations where the biggest growth is expected for affordable stylish vehicles.

The offerings will be tailored for each market, including price and engine size, targeting the burgeoning market of first-time car buyers in countries such as India, Indonesia and Russia, where Datsun will be introduced from 2014, he said.

Executives gave away few details, including specifics of Datsun models they had in the works.

Corporate Vice President Vincent Cobee said the new Datsuns will be entry-level cars in each nation, aimed at "up and coming" successful people who are "optimistic about the future."

He said two models will go on sale within the first year in the three nations, and an enhanced lineup of models will be offered within three years.

Nissan Motor Co. faces intense competition from rivals, including other Japanese players such as Toyota Motor Corp. and Honda Motor Co., which all have their eyes on emerging markets that also include China, Mexico and Brazil. Growth has stagnated in recent years in more established markets such as Japan, the U.S. and Europe.

Ghosn announced Tuesday in Indonesia that the Datsun will make a comeback, three decades after the shelving of a brand that helped define not only Nissan but Japanese carmaking in the U.S., as well as in Japan. It is a name that is synonymous with affordable and reliable small cars, according to Nissan.

Datsun debuted in Japan in 1932, and hit American showrooms more than 50 years ago.

It was discontinued globally starting in 1981 to unify the model lineup under the Nissan brand. Nissan also makes Infiniti luxury models.

Tsuyoshi Mochimaru, auto analyst with Mitsubishi UFJ Morgan Stanley Securities, said the Datsun name helps differentiate cheaper models targeting emerging markets from Nissan's other models.

"Emerging markets are where the growth is, but what will sell are cheaper cars, where profit margins will be lower," he said. "By separating the brand, you avoid hurting the value of the Nissan brand."

The new blue Datsun logo was inspired by the old one, according to Nissan.

Ghosn said Nissan has been preparing the Datsun brand for years and was already developing models. He was confident Nissan had not fallen behind rivals.

"We just see an opportunity," he told reporters. "When you're ready, you should do it."

Nissan officials acknowledged only the older generation may be familiar with the Datsun brand and it may not even be recognized in emerging markets.

But they said it stood for good styling, durability and safety.

"Datsun is part of the heritage of the company," Ghosn said. "Datsun is a good name."

Romney wins Illinois GOP primary

Mitt Romney and his wife Ann celebrate their victory in the Illinois GOP primary at the Renaissance Schaumburg Convention Center Hotel on Tuesday.

By Michael O'Brien, msnbc.com

?

Updated at 6:44 a.m. ET ? Mitt Romney won the Illinois Republican primary with ease on Tuesday night, allowing him to grow his delegate advantage over his rivals in the fight for the party's?presidential nomination.

The primary?had offered Republicans maybe their best chance yet of a genuine one-on-one battle between the former Massachusetts governor and Rick Santorum, his chief competitor for the nod.

"Elections are about choices. And today, hundreds of thousands of people in Illinois have joined millions of people across the country to join our cause," Romney told a throng of supporters in the Chicago suburb of Schaumburg.

As a result of the Illinois vote, Romney's delegate tally rose, though?the state-wide popular vote had no technical bearing on the eventual allocation of delegates.

In Illinois, voters elect delegates separately on candidates' behalf.

A total of 54 delegates were at stake on Tuesday, and NBC News projected as of 6:30 a.m. ET that 41 went to Romney and 10 to Santorum.

Check out NBC's Decision 2012 delegate tally here

Still, the primary, held in President Barack Obama's adopted home state (typically a Democratic stronghold in the general election), gave Romney a chance to further his campaign's case that he is the inevitable Republican nominee. He achieved his victory with a similar coalition of voters that had tended to support him in previous caucuses and primaries.

Romney show signs of strength as Republicans begin to coalesce

The ex-governor ran better with more affluent and educated voters, as well as moderates and voters who described themselves as "somewhat" conservative. Thirty-five percent of primary voters said in exit polls that a candidate's ability to beat Obama was most important to them; Romney won 71 percent of those voters to Santorum's 17 percent. Similarly, 58 percent of primary voters said the economy was their top issue, and Romney bested Santorum among those voters by a 17-point margin.

GOP presidential candidate Mitt Romney delivers remarks to his supporters following his win in the Illinois primary.

Santorum continued to outperform Romney among downscale and less educated voters, along with the most conservative Republicans and evangelical Christians.

'We don't need a manager'
He emphasized his ideological steadiness versus Romney in remarks on Tuesday evening, deriding Romney by implication as a timid manager of the status quo.

"This is an election about fundamental and foundational things," he said from Pennsylvania.?"This is not about who's the best person to manage Washington. We don't need a manager."

The difference in Tuesday's primary was that these voters made up a smaller share of the electorate than in states like Mississippi and Alabama -- the conservative hotbeds Santorum won last week.

First Read: Illinois isn't Alabama or Mississippi

Despite Romney's victory, the Republican race appeared poised to stretch on at least weeks longer. Former House Speaker Newt Gingrich has shown no willingness to leave the race, and Santorum's campaign has circulated its delegate math, which focuses on halting Romney's march to gather the 1,144 delegates needed to secure the nomination.

This would spark a contested convention when Republicans meet to formally make their nomination in August.

Presidential candidate Mitt Romney has focused almost exclusively on President Barack Obama in recent days instead of the other GOP candidates. NBC's Peter Alexander reports.

According to NBC News projections early Wednesday, Romney had won 485 delegates. Santorum had accrued 193 delegates, while Gingrich had won 137 and Paul had received 34.

The Santorum campaign made its case to reporters on Tuesday why 1,144 was still an attainable goal for the former senator, though he would have to perform especially well in future contests in order to best Romney.

For Santorum, the Illinois primary had?meant an opportunity to again upset Romney in a Midwestern nominating contest the frontrunner had been expected to win. Santorum battled the former Massachusetts governor closely in both Ohio and Michigan, but Romney's superior campaign organization and finances -- combined with millions in ads bought by a supportive super PAC -- ultimately carried the day.

? Sarah Conard / Reuters / REUTERS

Mitt Romney holds a town hall meeting at Gateway Convention Center in Collinsville, Ill., on March 17.

But Romney started to pivot toward his general election target -- President Obama -- in his victory remarks on Tuesday evening. He only referenced his Republican challengers so as to congratulate them on a hard-fought campaign. He used the rest of his speech to test themes of his argument against the president.

"This election will be about principle. Our economic freedom will be on the ballot," he said. "I'm running for president because I have the experience and vision to get us out of this mess."

Romney was able to carry momentum into Tuesday's contest resulting from a commanding victory in last Sunday's Puerto Rico primary, which not only won him 20 delegates, but also raised questions about the prudence of Santorum's decision to campaign in the territory -- an expensive commitment which won him no delegates, and only a small share of the popular vote.

Andrea Saul, press secretary for the Romney campaign, previews Tuesday's primary and talks about the delegate tally.

Organizational issues that had dogged Santorum in Ohio's primary also re-appeared in Illinois, where he failed to file the required delegate slates in four congressional districts, meaning he was ineligible to win 10 delegates.

The campaign turns next to Saturday's caucuses in Louisiana. Gingrich, who again vowed to fight onward to Republicans' convention in Tampa this August, spent the day in Louisiana. Santorum also heads next to Louisiana.

The next batch of contests are on April 3 in Wisconsin, Maryland and Washington, D.C.

Venice continues 'downward dip'

Venice is continuing to sink, albeit at a relatively slow rate of about 2mm a year, new satellite measurements show.

The famous City of Water in north-east Italy experienced major subsidence in the last century due to the constant extraction of water from below ground.

That was stopped and subsequent studies in the 2000s suggested the decline had been arrested.

But work by a US and Italian team indicates Venice is still descending, even tilting to the east slightly.

With waters rising in the Venetian lagoon also by about 2mm (0.08in) a year, the combined effect is a 4mm-a-year increase in sea level with respect to the land.

The city is already subjected to regular floods, which require citizens sometimes to walk on raised boards.

These floods, however, should be better constrained by a new system of barriers set for completion in 2014.

The value of the latest data is in how it helps local authorities plan defences much further into the future, says team-member Yehuda Bock from the Scripps Institution of Oceanography in California.

"It's critical information that they need to take into account," he told BBC News.

Powerful duo

Dr Bock worked on the Venice project with colleagues from the University of Miami in Florida and Italy's Tele-Rilevamento Europa, a company that specialises in the measurement of ground movement from space-borne sensors.

The team used a combination of GPS and satellite radar to map how Venice and its lagoon were shifting over time.

Scientific GPS receivers will provide very precise point measurements. These can then be used to "anchor" the relative changes in height discernable across the whole region from repeat radar snapshots.

Dr Bock explained: "GPS gives the absolute movement with respect to the Earth, which is important for subsidence.

"And the radar gives basically how points in an area move relative to each other. Put the two together and you get thousands of points on the ground that are tied into an absolute reference frame."

The analysis indicated that the city through the 2000s was subsiding on average by 1-2mm a year, with some other lagoon locations dropping by up to 3-4mm per year.

No-one can really state how the trend will behave in the future, but if the current rates of subsidence and sea level rise are maintained, the city can expect to drop up to 80mm (3.15in) with respect to the average height of the water in the lagoon over the next 20 years. The new inflatable gates should be able to handle this, though.

Tectonic certainty

Longer-term, Venice is always likely to have a problem, says Dr Bock's group.

Large-scale geological processes are pushing the ground on which the city sits down and under Italy's Apennine Mountains. And although subsidence from groundwater pumping is no longer an issue for Venice, compaction of sediments under the built environment will remain a factor for some time, the scientists say.

"Venice is always on the move," Dr Bock told BBC News."

"It's been diminished as far as the annual rate is concerned, but there is a natural component of the subsidence that has to do with the tectonics, so no matter what they did by stopping the groundwater pumping, they're still going to have a natural subsidence on the order of about up to 2mm a year.

"The figure is a little larger than many were expecting, so I think they may end up using these new barriers more often than they thought."

The GPS/radar study is to be published next week in Geochemistry, Geophysics, Geosystems, a journal of the American Geophysical Union (AGU).

Five Ways to 'Sweeten' Your Direct Mail Piece | Select Business ...

Have you seen the popsicle sticks with jokes or famous quotes on them?? Wouldn?t it be nice if your direct mail piece was the message on a popsicle or an ice cream bar stick?? Your target market would have gone to the store and unbeknownst to them actually purchased your ad!? They would have enjoyed a nice tasty treat, looked down at the stick and saw your advertisement.? They would be happy, satisfied, and you would have their complete attention ? what more would you want?

But the real world is different. ?Life is too busy and you have a split-second, if that, to get someone?s attention.? Your ad has to be colorful and sweet to the taste, like a popsicle or an ice cream bar, and the stick has to ?stick? around long enough to make an impression.? Here are?

Five Ways to ?Sweeten? your Direct Mail Piece

1.? Test the market!? ? If you?ve ever gotten on the floor and let a little puppy nip at your ears, you know they will try every approach to get to you until they succeed.? You have to constantly and consistently test your direct mail pieces to find the effective angle that works.

2.? Tell them what to do! -? We call this the ?Call to Action!?? In the old days when the bugle blew, the soldiers knew exactly what was expected of them.? This is your chance to blow your own horn and lead someone forward to your goal.? Once you have their attention ? tell them what to do next.

3.? Trash the junk mail phrases!? ? The red flags are already up so why give a potential client an unnecessary reason to toss your piece in the garbage.? Avoid the use of ?No Gimmicks,? ?Financial Freedom,? and ?To be honest with you? (you weren?t before?), or your efforts will be discarded faster than you can say, ?Wait!? Don?t throw this away!? Our offer is a one of a kind!?

4.? Take the next step! ? What is your follow-up plan after your targeted customers have received your mail?? How do you capitalize on the capital you?ve spent?? This leads to point four?

5.? Tie-in your direct mail campaign to an email marketing campaign!? Integration marketing has become very successful amongst the major retail chains.? Using your direct mail piece to drive traffic to your website, blog, Facebook page or Twitter account optimizes your efforts and increases your response.

A Fun DIY Science Goodie: Proof Yourself Against Sensationalized Stats

For my book Brain Trust, I interviewed Keith Devlin, NPR?s ?Math Guy,? a World Economic Forum fellow, and math professor at Stanford. And being a mathematician, Devlin thinks about things differently than the world at large. For example, in his very good monthly column Devlin?s Angle, he quotes the following problem, originally designed by puzzle master Gary Foshee: ?I tell you that I have two children, and that (at least) one of them is a boy born on Tuesday. What probability should you assign to the event that I have two boys??

Does this sound like a bunch of confounding mumbo jumbo meant to obscure the obvious fact that the other kid has exactly 50/50 chance of being a boy and so if one kid?s definitely a boy, the probability of them both being boys is one in two? Yes, yes it does.

But that?s not the case.

Without the ?Tuesday??part, this is a famous problem first published in Scientific American by the venerable mathematician and puzzler Martin Gardner. Imagine the possible genders and birth orders of two kids: B-B, B-G, G-B, G-G. Now, in Gardner?s problem you know that at least one child is a boy, so you can nix only G-G as a possibility, leaving B-B, B-G, and G-B. In only one of these remaining three possibilities are both children boys, so instead of the knee-jerk one in two probability any sane person would expect, mathematicians like Devlin give only a one in three probability that, given one child is a boy, both kids are boys.

Two.BoysBoy.Girl

Girl.BoyTwo.Girls

Yikes.

But the Tuesday bit can?t possibly matter, can it?

?It depends if you ask a mathematician or a statistician,? says Devlin. The mathematician would simply extend the possibilities that were available in the original puzzle and then nix the possibilities that could be nixed. If we didn?t know that one of the kids was born on a Tuesday, our possibilities would be all the possible crosses of: B-Mo, B-Tu, B-We, B-Th, B-Fr, B-Sa, B-Su, with G-Mo, G-Tu, G-We, G-Th, G-Fr, G-Sa, G-Su.

Cool so far?

Now, you know that either the first or the second child is a boy born on Tuesday, and here?s how Devlin lays out the revised possibilities:

  • First child B-Tu, second child: B-Mo, B-Tu, B-We, B-Th, B-Fr, B-Sa, B-Su, G-Mo, G-Tu, G-We, G-Th, G-Fr, G-Sa, G-Su.
  • Second child B-Tu, first child: B-Mo, B-We, B-Th, B-Fr, B-Sa, B-Su, G-Mo, G-Tu, G-We, G-Th, G-Fr, G-Sa, G-Su.

Since ?both boys born on Tuesday??is already listed in the first set, we don?t need to list it again in the second, making 27 (instead of 28) possible combinations of gender and day of the week for two kids, if at least one is a boy born on Tuesday. And of these 27 possibilities, 13 of them include a second boy. So the answer is (instead of a one in two or one in three chance) a 13/27 chance that both will be boys.

D?you hear that crackling sound? That?s the sound of your neurons trying to deal with the previous five hundred words. Don?t say you weren?t warned. But stick with it. It?s worth it. You can do it.

Now, on to statisticians, who take another view entirely. To them it matters what else could have been said and the interpretations that can pop up when math is released into the real world. ?For example,? says Devlin, ?we?re taught that multiplication is commutative, that 3 ? 4 is the same as 4 ? 3; but in the real world three bags of four apples isn?t the same as four bags of three apples.? Similarly, he points out in his blog that if you?re told that a quarter pound of ham costs $2 and then asked what three pounds will cost, a mathematician would tell you $24, but a statistician who?s been to a supermarket knows there?s not enough information to answer the question ? of course, every supermarket discounts for bulk.

In the case of the Tuesday boy problem, imagine you?re from a culture that requires you to speak about an elder child first, before mentioning the younger. That means it?s the eldest child who?s the boy, and you rule out both G-G (as before) but also G-B, leaving the possibilities BB and BG, and a one in two probability of both being boys.

So there are two broad interpretations of almost all real-world numbers problems ? the stripped-down, mathematicians? approach and the interpretive statisticians? approach. And it?s in this wiggle room of interpretation where pure math hits the real world that misleading statistics are born. For example, in 1993 the columnist George Will was mathematically correct when he wrote in the Washington Post that ?the ten states with the lowest per-pupil spending included four ? North Dakota, South Dakota, Tennessee, Utah ? among the ten states with the top SAT scores. Only one of the ten states with the highest per-pupil expenditures ? Wisconsin ? was among the ten states with the highest SAT scores. New Jersey has the highest per-pupil expenditures, an astonishing $10,561?New Jersey?s rank regarding SAT scores? Thirty-ninth.?

Take a minute and see if you can spot the moment at which pure math became a misleading statistic.

I found this quote in a 1999 article in the Journal of Statistics Education that points out one important fact: in New Jersey all college-bound students take the SAT, whereas in North Dakota, South Dakota, Tennessee, and Utah, only the kids applying to out-of-state schools take the SAT. And you can bet these students applying out of state are the cream of the crop. This is selection bias, and it pops up everywhere. Yes, it seems odd that nine out of ten dentists recommend Crass toothpaste, and nine out of ten also recommend Goldgate, but it?s as easy as finding the right ten dentists to ask.

Or take the following headline (from WorldHealth.net), which demonstrates a trick central to a pop science writer?s existence: sincere smiling promotes longevity. Sure enough, the data in the original study show that people who flash sincere smiles in photographs live longer?the original study title is smile intensity in photographs predicts longevity.

Again, take a minute and see if you can spot the difference.

The trick is that the study demonstrates correlation, while the article implies causation. Does a Duchenne smile ?predict? longevity? Yes. Does it ?promote? longevity? Not necessarily. Mightn?t it be more likely that these smilers are happy and that something in happiness and not the smile itself actually promotes longevity? Similarly, it?s mathematically correct that gun owners have 2.7 times the chance of being murdered compared to non?gun owners. Does owning a gun cause the owner to be murdered, or might it be something in the character of people likely to own guns?

For another, take the 2010 claim by health reform director Nancy-Ann DeParle that due to the then recently passed health care bill, the average annual cost of insurance coverage would drop by one thousand dollars by 2019. Taken at face value, it?s true. But the reason it?s true is that nearly free health care would be extended to 32 million Americans who were currently without care, meaning that the cost to people who were already insured in 2010 would actually go up to cover the newly added.

This is an apples-to-oranges comparison, like decrying the increase in the average cost of a gallon of gas from $0.99/gal in February 1992 to $3.81/gal in March 2012 without adjusting for inflation. You can?t compare the two, because the rules of comparison have changed. On the flip side of the political spectrum, conservative UK politician Chris Grayling cited a 35 percent increase in ?violent? crime starting in 2002 as evidence of failed liberal law enforcement policies. But 2002 was the year civilians and not police were given the right to designate a crime ?violent,? and many chose to see violence where the police might not have. The ?35 percent increase? was the difference between apples and oranges.

Finally, take data showing that the TSA misses 5 percent of people hired to test air security by trying to smuggle dangerous contraband. Yikes! One in twenty people sitting around you on the plane is packing an underwear bomb!

What?s the error?

It?s in sampling. Though some days it feels this way, not everyone is out to get you. In fact, imagine that even one of the two million passengers who try to fly over the United States every day is a deadly terrorist, and imagine the TSA misses 5 percent of them. This means that one in 40 million people flying is a deadly terrorist. Even on a Boeing 767 with a 300-person seating capacity, you?d have to fly more than 130,000 times to sit on a plane with a terrorist. (OK, that?s misleading, too: statisticians would point out that a 1 in 130,000 chance means you could be on a plane with a terrorist at any point, it?s just not ever very likely.) Compare that to a 1 in 100 lifetime chance of dying in a car crash. Actually, please do, because that?s a mathematically correct, misleading statistic, too ? what if you don?t drive, or drive cautiously, or are already over age twenty-five?

So the moral of this long and somewhat convoluted tale is that first there?s math, then there?s stats, and finally there are headlines. And like a game of telephone, it?s easy to lose meaning along the way due to things like selection bias, correlation/causation, apples/oranges, and population error.

Mark Twain said there are lies, damned lies, and statistics. Illuminating this, renowned business professor Aaron Levenstein said that statistics are like bikinis ? what they reveal is suggestive but what they conceal is vital. But not for you. You now know how to reveal what is vital.
